Richard Kato Sembatya is a practicing engineer, registered with the Engineer’s Registration Board (ERB) and the Uganda Institute of Professional Engineers (UIPE). He holds a Masters degree in Power Systems Engineering and a Bachelors of Telecommunications Engineering both from Makerere University. He has served in the Directorate of Air Navigation Services under the Communications Navigations and Surveillance department for thirteen (13) years with a wide experience in ANS Project Planning and Management, Maintenance Management on CNS equipment, CNS Operations and Research and Development.
He has worked with and coordinated teams to implement ANS projects and initiatives such as the installation of CNS equipment (DMEs, DVOR, Surveillance Radars, VHF, ATC Recorder, VHF Direction Finders), Modernisation and Automation of Entebbe International Airport under the KOICA grant, and the Development of the National Air Navigation Plan (NANP) for Uganda, and the development of the ATM-UTM integration roadmap for the Entebbe FIR.
He previously served as a computer engineering assistant lecturer at the Mbarara University of Technology for two (2) years focusing on embedded systems design (software and hardware), control systems, instrumentation, and electronic circuits.
He is passionate about the leveraging of open-source technology through inhouse R&D initiatives for improved efficiency and productivity.
